Calls for Expressions of Interest – Education & Training

CRC TiME is seeking proposals to support capacity building activities and formal education courses.

CRC TiME is the only dedicated research organisation focused on reimagining and dramatically transforming mine closure outcomes for the benefit of all Australians.

Currently, the social, economic and environmental transition to achieve post-mining economies following the end of minerals production is constrained by limited opportunities for training and education about closure, as well as insufficient closure awareness across the sector. Improving capability, skills and knowledge across the socio-economic, governance and environmental aspects of post-mine transitions is critical to improving outcomes. Gaps in mine closure planning have been recognised by industry bodies and multiple CRC TiME partners and was raised as a critical issue in the CRC consultative processes.

CRC TiME seeks to identify and address gaps relating to closure and transition with a view towards a portfolio of potentially stackable courses with a view towards developing a Masters Program of Mine Closure to be delivered across CRC TiME partners (details in Appendix).

CRC TiME partnership includes 80 organisations from across six colleges that represent the mine closure value chain as well as key relationships with a number of relevant stakeholders. The needs assessment will be expected to engage with this partner base to address priority gaps and build on their existing activity. The project team will be expected to form and work with a steering committee drawn from CRC TiME partners. CRC TiME management will actively support the engagement process and connect the successful proponents with CRC TiME partners who may be able to contribute material and time.

Components

CRC TiME is calling for proposals addressing the following two components:

Component 1: Strategic education and training review and options

Objectives:

  • Identify education and training needs from across priority cohorts involved in or affected by mine closure, including the mining and mining equipment, technology and services industry, regional and First Nations communities, governments and research providers
  • Identify current education and training options available to these cohorts
  • Assess emerging skills area in the context of future trends
  • To identify the pathways that could enable priority cohorts to build knowledge, skills, and capacity to drive successful closure transitions
  • To define (in broad terms) the content, platforms, and accreditation processes for these pathways
  • To articulate the partnerships required to deliver these pathways in ways that are both sustainable for the long term and credible
  • To provide costings for the process of content development and test delivery for each of the recommended pathways)

Component 2: Micro-credentialing course

Design and develop a ‘Foundations of Closure’, the first in a series of micro-credentialing course to be delivered by one or more CRC TiME partner institution addressing:

  • What do we mean by closure, relinquishment and post-mining land use and economic transitions?
  • How does closure affect and integrate with other aspects of the mining life-cycle
  • The factors that influence and change closure and why closure planning and outcomes are dynamic
  • Understanding of the different roles and stakeholders in closure and transition (including industry, government, regional communities)

Accreditation can take different forms (eg. industry body professional development or university accredited course). The micro-credentialing course should be aimed at increasing capability of mining companies, government agencies, regional communities and all involved in mine closure.

Expressions of Interest submission

Interested parties may address either or both of the components above. The submission process will comprise 2 stages. The first stage is to send a statement addressing the following topics:

  • Components addressed (component 1 and/or component 2)
  • Business model including budget sought from CRC TiME
  • Project team
  • First Nations and regional community engagement and inclusion across the process
  • The pathway to impact (how desired objectives will be achieved)
  • Nature of accreditation (if applicable)
  • Proposed timeframe to delivery

EOIs will be assessed by CRC TiME and the successful applicant notified by 9 December, 2022 to progress to Stage 2 and the development a full proposal with final costings, confirmed details of partner involvement and milestones. The second stage final proposal is expected to be finalised by latest mid-February 2023. Work is to be delivered by latest 30 June 2023.

Appendix

CRC TiME is committed to delivering a portfolio of education and training activities that raise the capability of all stakeholders involved in mine closure and transition. This includes, but is not limited to, the following specific objectives defined in the CRC TiME Grant Agreement:
